I keep getting breakouts when I apply sunscreen... Should I use a non-sunscreen?

I'm worried because I get whiteheads whenever I apply sunscreen. I've tried a few popular products, but they're all similar.

Is this because the organic ingredients in this product don't match my skin tone? Or is it because I didn't wash my face thoroughly enough? I wash my face thoroughly with cleansing oil and then with foam, but it's still like this.

I'm curious about what kind of sunscreen people with sensitive skin like mine use. I don't mind a bit of a white cast, so if you know of any products with gentle ingredients and that won't cause any irritation, please recommend them.
