Can I use toning and cream together to remove freckles?

I tried laser toning and pico toning several times to remove freckles.

Lately, freckles and blemishes have started to appear again ㅠㅠ

I diligently applied sunscreen, but after going outside for a while, I started getting blemishes.

So this time I also got pico toning

I'm thinking of applying a freckle-removing cream as well. Is that okay?

It would be great if it worked, but I'm worried that it might just irritate my skin more... sigh...
