Is it possible to treat skin pigmentation in areas like mine?

I didn't know how to take care of my skin properly, so I ended up with skin discoloration.
Since I was a student, I've been shaving my armpit hair with a razor about three times a week.

I can't use hair removal cream because it seems painful and I'm scared, so I just shave my armpit hair with a disposable razor...
