Is Celle Diem effective for internal dryness as well?

Now that the weather has suddenly turned cold, my skin is a mess again. It feels tight just a short while after washing my face, and by the afternoon, my cheeks start to flake white.
No matter how much cream I apply, my skin feels shiny on the surface but dry underneath, so I am looking into cosmetic procedures this time. That is how I heard about Celle Diem, but I don't know much about it yet, so I am asking you.
I am curious if Celle Diem helps improve internal dryness, and how long after the procedure the effects are usually felt.
