Does makeup apply well after using Libby Hill?

My makeup has been caking really badly lately, so I'm considering Libby Hill.
I've seen a lot of posts saying that Libby Heal refines skin texture and makes makeup apply better, so I'm curious if that's actually true.
I have dry skin, so I'm worried that using Libby Heal might make it even drier.
If those of you with experience could let me know about makeup adherence or changes in skin texture, I would appreciate it for your reference.
