Questions about skin health / procedures

My skin is already getting oily, and I'm worried about hyperpigmentation, so I have some questions regarding the procedure. Does getting toning on oily skin cause breakouts to worsen? Or would it be better to get it done now? I would appreciate some advice from the experts!
