How to care for skin when makeup cakes and cracks

Is there a way to care for my skin when makeup cakes or cracks?

Since I have dry skin, when I use regular foundation, it cakes after a short while, and my cheeks look like they are cracking. I use a multi-step skincare routine, but I haven't seen any results. I use essence after toner and even apply a heavy cream, but it doesn't seem to be of much help. I don't know what else I should do.
