Will this skin booster be effective for under-eye dark circles and freckles?

I am concerned because my overall skin tone is dull, and my impression looks too dark, especially due to the melasma under my eyes. While whitening lasers are good, I heard that melasma skin booster treatments that brighten from within are effective.
I am curious whether receiving a melasma skin booster treatment directly helps inhibit melanin production, and whether bruising occurs after the procedure. I would also like to know the duration of the effects, specifically how long they typically last after a single treatment.
