Question about concerns regarding small pimples during the change of seasons

My tiny pimples are exploding on my chin and forehead.
Every time the seasons change and the transition period arrives, I inevitably face a breakout crisis. I don't mind other areas, but particularly around my chin and along my forehead, tiny, bumpy pimples spread like wildfire. They feel uneven to the touch, and even applying makeup doesn't cover them up cleanly, which is driving me crazy. My daily habits and the cosmetics I use haven't changed much, so I have absolutely no idea why this is happening.
When I apply extra moisturizer to combat inner dryness, it feels like even more bumps are breaking out, but if I don't apply it, my skin becomes rough and dull, so I'm stuck in a dilemma. It's also tricky to extract these tiny bumps, so it's really frustrating.
