How should I manage small pimples if my cheeks are dry?

I am wondering if it is possible to get small blemishes even though the skin around my cheeks tends to be dry. Usually, when we think of acne, we picture oily, shiny skin with a lot of sebum, but I have heard that tiny bumps or small red blemishes can appear even when the skin feels tight and shows some dead skin cells. In such cases, I would like to know if the approach to managing the problem differs from that caused simply by excess oil.

I am worried that using strong cleansing products to control sebum will worsen dryness, but I am concerned that sufficient moisturizing will clog my pores. I am unsure which approach to take. If I have dry skin but still need acne care, what is the most suitable method?

Do dermatologists check not only the type of acne but also the skin's moisture level and reaction to irritation? I am curious if there are cases where trouble management begins after stabilizing the skin barrier, rather than performing excessive extraction or exfoliation right from the start. I want to find a way to manage my skin without making it drier.
