Skin Health Question: Will simply drinking plenty of water and getting enough sleep definitely make a difference?

To be honest, I've been quite negligent about skincare lately, but recently I've been hearing frequently that my complexion looks really bad. A friend says the foundation of healthy skin is drinking plenty of water and getting enough sleep; would that really brighten my tone a bit?

 

 

Alternatively, I am wondering if it would be a good idea for a man to start with some basic care or a light scaling that isn't too overwhelming.
