What on earth should I apply to skin that is oily on the outside but tight underneath?

My skin is just the strange type.
On the outside, anyone can tell he looks like an intellectual.
My nose and forehead get shiny very quickly, and by the afternoon, oil keeps coming to the surface even if I use blotting paper.

But after washing my face, the inside of my cheeks and the corners of my mouth feel tight.
At first, I wondered if this made any sense.


I thought that oily skin shouldn't be dry, but it continued to feel tight on the inside while remaining shiny on the outside.

When I apply a heavy cream, the area around my nose feels stuffy and I worry that breakouts might occur, but if I only apply a light lotion, my skin feels dry again after a while.
So, choosing a product is really difficult.

 

These days, I avoid toners that wipe away too much, and instead, I apply a thin layer of hydrating ampoule followed by a gel cream.
It feels less tight than before doing it this way, but it still doesn't feel completely comfortable.

I've heard this type of skin is usually called dehydrated oily skin. If I manage it well, can the oiliness decrease?
Or I'm not sure if I need to manage sebum separately for oily skin and moisturize separately for dry areas.

For those of you with a similar skin type to mine, how do you set up your basic skincare routine?
It’s really hard dealing with this ambiguous skin; it feels stuffy if I apply too much, but tight if I apply too little.
