Is the melasma treatment effective for dull-looking cheek skin during the change of seasons?

During this time of year when the seasons change, the skin tone around my cheeks sometimes looks duller and more uneven than usual, so I am wondering if I need melasma treatment.

On days when my skin is dry, the areas that look like pigmentation stand out more, whereas on days when my skin is in good condition, the same areas bother me relatively less. It is difficult for me to determine on my own whether this difference is due to actual pigmentation changes or simply because my skin condition has changed.

Can I still expect effective melasma treatment in this case? I am wondering if it is possible to distinguish through consultation whether the skin tone appears temporarily dull due to dryness and pigmentation that requires melasma treatment.

If your skin has become sensitive during the change of seasons, would it be better to focus on moisturizing or soothing care first rather than starting a procedure immediately?

I am also curious if there is a specific season that is particularly suitable for starting melasma treatment. Rather than trying to remove the pigmentation quickly, I would like to manage it during a time when my skin can recover without strain. I would also like to know if you assess my skin sensitivity and current pigmentation status when deciding whether to proceed with the procedure.
