Can nose sebum management and stress remove whiteheads?

Even after thoroughly washing my face, oil quickly sets in, causing my makeup to break down and my pores to look enlarged. Even if I use sebum control products, they only last for a short time, so I feel I need a consistent approach. My nose and forehead, in particular, are prone to oily skin, so they're always shiny and dull.
