My skin is so dry it feels like it's going to tear. Will Elavie Rituo be effective?

I have extremely dry, dehydrated skin that feels like it’s going to tear apart after washing my face, all year round. No matter how much moisturizer I slather on, my makeup cakes by the afternoon; it just gets shiny on the surface without resolving the inner dryness at all.
