How did everyone get rid of the freckles that spread around their temples?

At some point, light dark brown pigmentation started spreading widely from the triangular area under my eyes toward my temples, resembling the shape of butterfly wings. Since dull dark circles and light melasma are intertwined, the area around my eyes always looks shadowed, leading people to tell me I look haggard and depressed. I have tried applying eye cream and whitening spot treatments diligently every day, but because the skin around my eyes is so thin and sensitive, I only ended up with milia or irritation, leaving the pigmentation intact. I hesitate to use strong lasers because the skin around my eyes is too delicate, so what is a safe treatment that can clear up the melasma around the eyes without irritation? Has anyone received any procedures or care for these dull, butterfly-shaped melasma spots spreading under their eyes and around their temples?
