With the cold wind blowing, my cheeks feel tight and small bumps are appearing. Is it possible to moisturize and manage skin troubles at the same time?

As late autumn arrives and the wind turns chilly in the mornings and evenings, my cheeks feel particularly tight and dry, flaky. I started moisturizing more thoroughly, but now small, bumpy, millet-like blemishes have begun to appear on the sides of my cheeks. Since my skin is dry and I'm getting breakouts, I'm confused whether I should apply more cream or actually reduce the amount. I'm worried because my makeup looks cakey due to the flaking, and the bumps stand out even more.

1. When dryness and small bumps are present together, which do you look at first during a consultation?

2. I am wondering if I can manage small bumps with the acne management program as well.

3. Can I receive acne treatment even when my skin is dry and sensitive?

4. Would it be helpful to organize my current cosmetics and exfoliation habits before the consultation?

I included the photo for reference to help you understand, as it is similar to the condition of my cheek.
