My capillaries flare up every time the seasons change. What should I do?

Hello. My skin is not only fair, but it is also extremely thin. Perhaps because of this, I have quite a few dilated capillaries on my face. I managed to get rid of them with a V-Beam laser treatment last year, but as time has passed, they are starting to reappear. It seems they flare up even more during the colder seasons due to the significant temperature fluctuations.
Actually, V-Beam is so expensive that I don't think I'll be able to get it again. Is there a way to manage dilated capillaries at a more affordable price?
Since the capillaries grow in clusters of two or three, I think they stand out more. For now, they can be covered with makeup, but I'm scared that they might get worse, like before, where even makeup wouldn't cover them.
