Please recommend a skin booster for my extremely dry skin that feels tight and dehydrated right after washing my face!

Even though it is summer, I am going crazy because of this terrible inner dryness; my face feels so parched and tight, as if it is tearing apart, right after I wash it. Working all day under the cold air conditioning in the office seems to have completely ruined my oil-water balance. No matter how many layers of moisturizer I apply, it just feels shiny on the surface, and I don't feel like the moisture is reaching deep inside.
