I found my holy grail product for combination skin! Highly recommend this runny toner that is matte on the outside and moisturizing on the inside.

I realized that not all "snot-like" toners are created equal. As someone with combination skin (oily T-zone, dry cheeks), finding the right toner was the hardest part. Watery toners would evaporate quickly, making no use for them, while heavy, runny ones would just sit on the surface and cause my makeup to smudge. However, the ampoule toner I recently purchased feels slightly viscous when dispensed into my hand, but once applied to the face, it melts like water and absorbs deep into the pores. If I layer this about twice, it perfectly resolves inner dryness without needing expensive ampoules, and leaves the skin feeling fresh on the surface. I absolutely love it. I highly recommend this type of toner to anyone with combination skin like mine who struggles to balance oil and moisture. I'm definitely going to buy the large size once I finish this one!
