I'm wondering if the dullness on my cheeks is due to pigmentation or a skin texture issue.

The area around my cheeks looks dull, but I am asking because I am not sure if it is due to pigmentation or skin texture and dryness. When I look closely, I don't have many dark spots or blemishes with distinct boundaries, but my entire skin looks cloudy and stained.

 

On days when I wash my face and apply plenty of moisturizer, my skin looks a little clearer, but on dry or tired days, the area around my nose and cheeks feels darker and rougher.

 

Even in photos taken directly, the difference in skin tone appears significant depending on the direction of the light, making it difficult to determine the exact cause.

 

As shown in the attached photo, if there is a possibility of a combination of pigmentation and skin texture issues, can this be distinguished during the consultation? I am also curious whether a pigmentation laser is necessary, or if I should start with skin texture or hydration care. Rather than unconditionally choosing a single procedure, I would like to determine the necessary treatment order after assessing my current skin condition.
