Worried about freckles and blemishes, is Pico Toning really effective?

I'm upset because it seems like the freckles and faint blemishes around my eyes have noticeably increased lately, perhaps due to excessive UV exposure.
Even if I apply whitening cream consistently, it seems difficult to get rid of the pigmentation issues that have already formed...
I would like to try laser toning!
I am interested in Pico Toning because I heard it helps create a clear skin tone by breaking down pigments into smaller particles than conventional toning.
However, since my skin is on the thinner side, I am a bit worried that scabs might form or my skin might become drier after the laser treatment. Typically, how many sessions at intervals of how many weeks should I receive as part of a consistent Pico Toning package to see noticeable whitening changes?
