Can melasma and blemishes be resolved with laser toning?

Every time I look in the mirror, it bothers me because I see small brown blemishes and light freckles spread widely around both of my cheeks.

From a distance, it just looks like my face tone is dull.

It seems like the pigmentation has progressed more in some spots than I thought.

My face is in a condition where I feel a desperate need for care now.
