Is Pico Toning effective for skin that looks dull even after makeup?

Lately, even when I apply makeup, my face doesn't look as clear as it used to, and the area around my cheeks and nose feels a bit dull, so I am looking into Pico Toning.

 

If I apply a base that is too bright, the difference in skin tone looks more unnatural, but if I apply it naturally, the dull spots show through, which bothers me. Rather than simply changing my cosmetics, I want to slightly even out my skin tone.

 

Would Pico Toning be effective for these concerns? I am curious if Pico Toning is often used to manage light pigmentation or dullness that can be covered by makeup.

 

I would like to know if my skin looks brighter immediately after Pico Toning, or if changes appear gradually over a certain period. Rather than drastic changes, I would like my skin to look naturally clear.
