Is there a way to remove oil?

Since I have combination skin, there are many oily areas, but the dry parts are also very dry.

Still, I found that having dry skin rather than oily skin prevents my makeup from looking shiny even after time passes.

Since I have acne, is there a specific way to manage oil? Do I need to take medication?
