Is this acne treatment effective for recurring breakouts before menstruation?

I usually don't have any major skin problems, but at certain times, a few small pimples repeatedly pop up on the sides of my nose and cheeks, so I am considering acne treatment. They naturally subside after a few days, but since this happens similarly every month, I am worried that it might leave marks.

Some are not severely infected, but they hurt a little to the touch, and others are small like millet seeds.

Can I expect acne treatment to be effective even with these recurring breakouts? I am also curious whether it is better to receive treatment when acne has already flared up, or to manage it for preventative purposes when there are no breakouts.

I would like to know if the management method can vary depending on the skin condition even after receiving acne treatment, and if describing the recurring patterns would be helpful for the consultation.
