How can I improve under-eye hollows, dark circles, and fine lines?

My under-eyes look sunken, and I have severe dark circles as well as fine lines. My skin is so thin that my blood vessels show through; when I touch it, it feels squishy and lacks any firmness, so I feel like I've lost a lot of elasticity. What should I do?

First of all, the diagonal hollowness under my eyes makes me look very old, so the sunken area is my biggest source of stress. My top priority is filling in this hollow space, but I also want to see my dark circles and fine lines alleviated along with the improvement. However, I feel that fillers, which simply fill the area, won't be enough to address fine lines or improve skin elasticity. Is there a procedure that can restore volume to the sunken area while also boosting elasticity? Or would it be better to get fillers combined with a laser or skin booster treatment to improve firmness? Please recommend the types of treatments and combinations that would be best for me.
