Is sunscreen essential for a second cleanse every day?

Since it is summer, I am applying waterproof sunscreen every day. Because it is resistant to water and sweat, I felt that it did not come off easily with just water or regular foam cleanser. So, every evening, I use cleansing oil or water, and then do a second cleanse with foam cleanser.

However, since I do a double cleanse every day like this, my skin seems to be getting drier and more irritated. On the other hand, if I only wash lightly, I am worried that residue will remain in my pores and cause breakouts.

Do I absolutely have to do a second cleanse every day when wearing waterproof sunscreen? Or are there other cleansing tips to remove it thoroughly while minimizing skin irritation? Would a gentle cleanser alone be insufficient for cleansing? I would appreciate advice on how others handle sunscreen cleansing during the summer.
