It's so hard to get rid of whiteheads ㅠㅠ Please help me

Getting rid of whiteheads seems to be my biggest concern these days. They keep popping up, especially around my chin and cheeks, and they make my makeup look flaky and are incredibly stressful. I exfoliate and moisturize to combat them, but they get better for a while and then come back. Is there a surefire way to get rid of whiteheads? Should I go to a dermatologist, or can I just manage them at home?
