By any chance, can the dark pigmentation near my lip line be removed with toning? ㅠㅠ

I used to have a bad habit of picking at or squeezing the dead skin on my lips whenever it flaked. But one day, I noticed dark, scar-like pigmentation had formed along the border between my lower lip and the skin. Even when I apply lipstick, a dark line appears only in that area, making the area around my mouth look really messy, and it stresses me out every time I look in the mirror. I'm wondering if it's possible to remove the pigmentation along the lip border using treatments like the standard facial laser toning treatments offered at dermatology clinics. Since it's such a sensitive area, I'm scared it might cause irritation or make the pigmentation worse. If anyone has had this treatment before, please share the information with me.
