I have more small brown spots on the back of my hand. Is it possible to get a laser consultation for the hands, not just the face?

Lately, while applying hand cream, I took a closer look at the back of my hands and noticed that there seem to be more small, brownish blemishes than before. My hands were directly exposed to the sun during the summer, and I didn't pay much attention to them then. Now that late autumn has arrived and my skin has become dry, the blemishes appear even more prominent. I am meticulous about applying sunscreen to my face, but I rarely took care of my hands, and I wonder if this is the cause. Also, since the skin on the back of my hands feels thinner than my face, I am concerned about whether it is safe to get laser treatment. Because they are small and light in color, I am unsure whether they can be improved with home care or if I need to get a consultation.
1. Can I receive laser consultation for blemishes on the back of my hands in the same way as for facial blemishes?
2. Are there any special precautions to take during post-procedure care for areas with thin skin, such as the back of the hand?
3. How are sun-induced blemishes and age spots distinguished during a consultation?
4. Besides sunscreen, is there any other care I should do on the back of my hands before the consultation?
I have attached the photo below for reference regarding a similar condition of the back of the hand.
