My freckles and blemishes have darkened even in the late autumn sunlight. Would Pico Toning or laser toning treatments be effective for them?

Now that the scorching midsummer sun has passed and it is late autumn, I had let my guard down, but strangely enough, lately the freckles and blemishes on my face feel much darker and duller. I wonder if the melanin pigments that were stimulated during the summer are rising to the surface due to the dryness of the late autumn transition, but I get upset every time I look in the mirror because of my patchy skin tone.
I am looking into toning treatments because I heard that the UV rays in the autumn sun are strong, and if I don't properly care for my pigmentation now, the discoloration will become permanent throughout the winter. Would it be best to get pigment laser treatments like Pico Toning or PicoSure for melasma or blemishes?
However, since my skin is currently dry and slightly sensitive, I am worried that receiving laser toning might cause side effects such as darkening my pigmentation or worsening my dryness. I would appreciate it if you could share any combinations of pigment laser treatments that effectively treat melasma and brighten my skin tone without irritation in late autumn, as well as any hydration tips that would be good to combine with toning!
