Do I need to manage melasma and blemishes separately?

I can't really tell if the dark spots on my face are freckles or blemishes.
The cheekbone area looks spread out widely, and there are also things that look like dots on the cheeks.
I looked it up online, but they all look similar, so I'm not exactly sure. I suppose I'll need to consult a dermatologist to find out, right? I've heard that melasma and blemishes require different care methods; for those of you who have consulted, how was the explanation provided?
