Are there no major side effects from under-eye procedures?

My under-eyes tend to look particularly dark and haggard.
I used to hear people ask me almost every day why my dark circles were so bad, but lately, I’ve even gotten wrinkles under my eyes, so I feel like I look older and my face looks tired.
On top of that, I have a habit of constantly rubbing my eyes, so I'm becoming very worried. Is there a procedure that could make them look brighter in this case?
Fat redistribution? I've heard of that, but I'm not sure if it's the right procedure for my case.
I am very worried because wrinkles are gradually forming on the lower part of my face, wrapping around my dark circles.
I have often been told that the skin under my eyes is thin, so I am also wondering if there will be any major side effects from the procedure.
I would like a procedure that makes me look brighter and younger. If you know of any, please give me some advice.
