Questions regarding the removal of milia

Hello, I am writing this post because I am worried about small pimples.

Just like in the photo, there are white bumps on my forehead and around my eyes that don't seem like acne, and it is especially severe around my eyes.

The strange thing is, whenever one disappears, another one pops up, and this keeps repeating.

I think it's also called a sebaceous cyst; it's millet-sized and quite hard.

I heard this can be removed with a laser, but I've just been applying ointment, and it seems to keep recurring; it feels like a never-ending cycle. They keep appearing and disappearing like those tiny millet-sized bumps, so I'm wondering how to manage them and how to get rid of them. Most of all, I'm curious about the cause. Since there are several spots around my eyes, they are very noticeable when I look in the mirror.
