Acne and acne marks that repeatedly appear in the same spot

I get acne exclusively on my chin. Just when I think one is healing, another red, festering pimple appears right next to it, so the dark acne scars never seem to go away. In particular, in the red area shown in the second photo, I repeatedly get huge pimples that are tightly inflamed deep within the skin and cannot be squeezed. The photo shows them just as they were starting to fester, but later on, they grow so large, like a lump, that they hurt just to the touch. What could be the cause of these pimples constantly appearing in the same spot? It takes a long time to heal, leaves large, and long-lasting scars, and since they won't pop, I can't even bring myself to touch them; it's really frustrating. I don't know how to manage these pimples and their scars. Would getting a procedure to completely destroy the sebaceous glands be a solution? I'm wondering if there is a way to fundamentally eliminate the cause of acne.
