Can you manage skin that is dry on the cheeks but has a lot of nosebleeds?

My skin is oily and shiny around my nose, but my cheeks and the corners of my mouth are dry, so I'm not sure what my skin type is.

 

Immediately after washing my face, my whole face feels tight, but after a while, oil only appears on my nose and forehead. In particular, sebum builds up in the pores next to my nose, making my skin look messy. It is difficult to choose skincare products because if I use light, refreshing products to reduce sebum, my cheeks become too dry, and if I use highly moisturizing products, my nose feels stuffy and shiny.

 

I'm worried that if I focus only on managing the sebum and pores on my nose in this condition, the dryness in other areas might get worse.

 

Is it possible to assess skin conditions differently for each area, managing the nose primarily for sebum and pores, and the cheeks for hydration and soothing? I am curious if improving internal dryness can make the oiliness and pores on my nose less noticeable, and I would like to be guided on a skincare routine suitable for my skin.
