I am concerned about the red marks on my cheeks and my skin texture. How should I take care of them?

I took a close-up picture of my cheek skin, and I could see more red marks than I expected.
In particular, as shown in the photo, there are several small red dots visible in the center of the cheek, and the skin texture feels uneven.
I'm not sure if this is a mark left by acne or if it's just turning red because my skin is sensitive.
With the weather getting chilly and dry like it is these days, I feel like I need to pay more attention to my skincare. What would be a good way to do this?
I'm debating whether it would be better to just moisturize sufficiently for now, or to get soothing treatments or laser procedures at a dermatology clinic.
I am also wondering if it is possible to manage both redness and enlarged pores with a single treatment.
I'm also worried that getting the laser treatment when my skin is red might actually irritate it.
If I consult a dermatologist, will they be able to distinguish whether this redness is a pigmentation mark or just skin irritation?
I've attached a photo. I'm wondering what kind of skincare I should start with in this condition.
