White dead skin is flaking only around my mouth.

The rest of my face is fine, but my makeup keeps flaking and turning white around my mouth and nose. Even when I apply a generous amount of moisturizer, it only helps temporarily. I'm not sure if I need to do a separate peel or if my skin is just lacking moisture. How do you all handle this?
