I would like to ask about how to manage the small pimples that keep popping up around my mouth.

hello
It feels like winter is just around the corner. As we transition into late autumn, the weather has become drastically drier and cold winds have started to blow, causing my skin to completely break out. After washing my face, it feels like my whole skin is going to tear apart from the tightness, yet tiny, bumpy pimples keep popping up on my cheeks and around my mouth.
I suspect these breakouts are caused by dryness, but I am at a loss because applying a generous amount of moisturizing cream actually causes them to spread into small pustular pimples, possibly due to the oily texture. I am afraid of scarring if I try to squeeze them at home. Given the combination of dryness and breakouts in late autumn, would it be appropriate to seek treatments like Gold PTT or acne scaling at a dermatology clinic? Or should I focus on deep cleansing and hydration? I would appreciate any advice on skincare tips or recommended procedures to balance oil and moisture and soothe small bumps during the late autumn transition period.
